No. Nobody can do that in traditional publishing. To guarantee you'll be published you have to self publish or go to a hybrid publisher (where you pay them).

In nonfiction, you don't need a finished book when you submit to an agent: you only need two sample chapters. Of course, these need to be awesome! And that's the work we do together in Step 3 of the programme.
